Chapter ThreeThe tugboat pulled up to the deserted waterfront dock shortly before midnight and remained there until the two Ford Explorers rolled out from the shadows. The vessel flashed its spotlight before the SUVs blinked their headlights in response. At that, the occupants of each transport stepped onto the dock and confronted one another. “We're here for the pickup,” a dark-clad black man stepped forth from the group of seven that accompanied him. “My two men here will put the cargo on the dock,” the captain replied.
