The Highness, Klaus Samoan, was known as the Godfather. He was the founder of the US Mafia , especially the groups operating in Washington State , its environs and Philadelphia.
He headed all the gangs and mafia groups all over the USA including the sub bosses of smaller criminal organizations.
However, there was a feud between him and the former Lord of the City Council which made all members of the group to be distant from him . Draco inherited the issue and even after Klaus announced him as the Mafia Lord, they never made peace. But even at that, Klaus monitored the activities going on in the groups, including the ongoing saga between the Headers and the City Council.
