There were rumors that several cell towers in Washington, D.C. were dummy towers. I didn’t know if it was true, but it made sense with all the embassies of countries that liked to spy on one another lined up in nice rows on one street. The name of the street was even called Embassy Row. That evening, I made my way down to 12th Street. With laptop in hand, I climbed to the top of the Federal Communications Building.
