The stranger arrived on a Thursday afternoon. Ethan was in the garden with Richard, helping to plant vegetables for the upcoming season. The sun was warm. The soil was rich. The work was peaceful. Victor Cross is gone. The old policies are being reviewed." "And?" "New policies are being drafted. Ones that would recognize your community as a protected group. Ones that would give you legal status. Government funding. Representation." Ethan exchanged a look with Nora. "Why now?" Cross leaned forward. "Because the world is changing. The Frequency is becoming more widely known. More people are awakening as Receivers. We can't ignore it anymore. We can't pretend it's not happening." "So you want to work with us?" "I want to offer you a partnership. Official recognition. Legal protection. In exchange for cooperation." "What kind of cooperation?" Cross opened the folder. Pulled out a document. "Assistance with research. Training for government personnel. Consultation on policy. Nothing you haven't already been doing." --- Ethan read the document. It was long. Legal. Full of jargon. But the core was clear. The government was offering legitimacy. In exchange, they wanted access. "What about the past?" Ethan asked. "The Facility. Project Echo. All the people who were hurt." Cross's face hardened. "Those responsible have been removed. Victor Cross is in prison. Marcus Webb is in custody. The old system is gone." "But the system that created them is still there." Cross didn't answer. Ethan pushed the document back across the table. "I'll need time to think about this. To discuss it with the community." Cross nodded. "I expected that. I'll be in town for a few days. Here's my number." He handed Ethan a card. "Call me when you're ready." --- The community council met that evening. Liam, Charlotte, Sonya, Richard, Elena, Nora, Alex, Derek, Dr. Tanaka. "Government offers," Ethan said. "Recognition. Protection. Funding." "What's the catch?" Liam asked. "Cooperation. Access. They want to study us. Train with us. Use us as consultants." Nora shook her head. "The last time the government got involved, it was Project Echo. We were nearly rounded up." "This is different," Ethan said. "Victor Cross is gone. The people in charge are different." "Are they?" Charlotte asked. "The system is the same. The institutions are the same.
