While the shores, mountains, and the plains area have handled their crisis, the city area has just only begun its critical moment. When the disaster happens, the city is the first one that gets impacted because the buildings are falling. However, the worst stage isn’t when a fire breaks out, and people get buried by the rubble. The amount of people that need to be rescued is enormous. To make it worse, the people that are situated in the city are mostly of fire elements. They couldn’t move the rubble using their ability because the most useful ones for clearing debris were earth elemental heroes.
