Choi Hun-ae and Choi So-dong were distant cousins in the same clan in South Korea, where homosexuals were discriminated against. They were both lesbians and loved each other; as such love was not welcome in their motherland, they had to do their best to keep this secret.

In September 1987, dozens of anti-war leaflets were discovered in a street in Tula, a city to the south of Moscow, Soviet Union. To confirm who produced and distributed these leaflets which the government did not welcome, an experienced KGB agent was dispatched from Moscow to Tula to solve this case.
