The moon Laws were absolute and unbending. Noone EVER had pups until 18 or 21 at least,  because without the mark of their mate, a wolf can't get pregnant. And a she wolf could only be marked on a full moon night in human form during her heat by a male wolf's canines mid shift.  Having pups was rare and unheard of before adulthood, and most, if not all pups are always VERY planned due to the necessary circumstances to create them.  ~~~ Brooke and Eiden were always careful.
