There's a lot of crime in New York City, an underworld that threatens to be uncovered. The ones from the underworld are part of society whether anyone likes it or not. The crime rate is outrageous and uncontrollable. The Government has presumed mass corruption and has entailed that they'll use any means or methods to stop crime once and for all.
