When a nuclear power plant explodes in 1894, most of the world's population have become mutants due to the mutation of human cells, and nearly every individual has one sort of power or the other. The concept of everyday life no longer exists, at least not when humans could crush diamonds with nothing but their fists, and in such a world is where Hiro finds himself. Hiro Junpei is a non-mutant who is constantly bullied and picked on for that sole purpose, his father who is thought to have extreme physical capabilities had been poisoned by a mysterious lady called the white witch and falls extremely ill when Hiro is only six years old, which only worsens the case of Hiro. After encountering a dire situation, Hiro unlocks his mutant powers and soon goes to fulfil his father's wish of bringing peace to the world.
