Jack watched as the Langeran Delegation walked through the Stargate, Ambassador Ovirda leading the way looking pissed. Jonas had told him the offer, and he wanted answers of his own.
"This is going to go well." Woolsey said as they watched him walk hurriedly up the stairs through the corridors on the heels of the Airmen who was escorting him.
"Probably better than we expect, but we shall see." Jack said as he stormed into the room.
"What is the meaning of this?" Ovirda demanded.
"Meaning of what Ambassador?" Jack asked him. "I was under the impression he had a conversation with Commander Vasi while they were on Atlantis and she made an offer he couldn't refuse."
"Exactly my point, someone under your command-" Ovirda said before Jack cleared his throat.
"Not under my command and no current affiliation with Earth in any way. Any deal he made with her, was made with her." Jack informed him.
"Ambassador, what seems to be the problem with their agreement? We are only a secondary party facilitating the communications technology." Woolsey informed him as his nostrils flared.
"It seems odd that her demands happen to coincide perfectly with yours." he said angry as he began pacing. "Why should we honor this agreement with her?" he demanded.
Jack shrugged his shoulders. "At this point Ambassador, I honestly do not care if you do or not. In a few weeks we will have the ability to dial Destiny without your assistance, or the costs associated with making your planet ready to do so. The reduction in hassle and having to constantly hear about your lack of trust or faith in us. Quite honestly, I sincerely hope you reject the agreement just so I can tell you to leave and never return." he told the man bluntly as he stood up. "As it is, I have more important matters to deal with than your complaint session about something we were not involved. If Mr. Woolsey wishes to waste his time with you so be it, I will work as quickly as I can to ensure we will no longer be involved with you in any way. Just as you have insisted on all along." he finished before he walked out of the room leaving all of them sitting there stunned.
Not even Woolsey knew he would do that, as they did not know for sure that they would be able to dial Destiny using the ZPMs.
"Is that your position as well Mr. Woolsey?" Ovirda asked him knowing their alliance with Earth was the only thing keeping them safe.
Richard sighed as he looked at them, knowing that a lot was riding on this conversation. "What is it you expect differently Ambassador? For nearly 2 years we have been negotiating using Langera as a base to dial Destiny, and from where we sit, those negotiations are at a standstill with no hope of progress. The Military is looking for other avenues to fulfill their goals to save lives, and if they succeed before we have a viable treaty and you are actually willing, they will have no desire to spare the expense of making your planet better suited for the task. I assure you, they are close, and I will not be able to convince all of our world leaders to shoulder the cost to do so should they find another alternative. Especially if that alternative is more cost effective." Woolsey informed him bluntly.
Ambassador Ovirda fell back into his chair, as he realized that the thing they had been counting on all this time was about to collapse on his head.
"Sir, if I may?" Jonas asked Ovirda and he nodded. "As I informed you previously, I believe with what they are currently offering to do there is no risk to Langera. We could be ready in as little as 3 weeks, and it would increase our overall power generation by 70 percent."
Richard Woolsey looked at Jonas and smiled. "Than what seems to be the issue? We have been waiting for 2 years for your people to recommend it was safe, and here your lead scientist is doing just that. If you are not here to negotiate in good faith Ambassador, what are you doing here?" he demanded getting colder with every word as his anger rose.
"Mr. Quinn has only recently reached that conclusion, and he is the only one of our scientists saying so. You will forgive us for allowing others to understand the science behind this before we accept his assessment." Ovirda said crossly looking at him.
"Than you will forgive us for telling you that we have nothing left to discuss until you decide to do so. Feel free to leave at your leisure, and know that you let the opportunity to pass you by. With this information I will be recommending we discontinue diplomatic relations, and allow our current treaty to expire at it's current term." Woolsey said as he gathered his papers and loaded them into his briefcase.
"How is it possible that these negotiations could collapse so quickly?" Ovirda asked.
Woolsey looked at him. "Each Nation acts only on its own best interests. Until now it was in out interest to accommodate your stubbornness while we explored other avenues. We have now discovered one of those alternatives, and it is no longer in our interests to continue negotiations that will go no where in the short amount of time we have remaining to save lives." he said as he stood up and closed his briefcase. "Good day gentlemen." he said leaving the two men in the conference room.
6 hours later General Jack O'Neill entered the conference room again, and was surprised the 4 Langerans were still arguing about what was happening.
"-it is unreasonable that you do not allow our best scientists to work on this. That any time one of them says they agree with the assessment of the Tau'ri they are quickly silenced and replaced. Now we stand to lose everything because of you Ambassador, and I for one will be urging you be replaced as an ineffective leader." Administrator Halpern said forcefully after his promotion from the energy plant.
"Whoa, why are you lot still here arguing over things that no longer matter?" Jack asked them bluntly.
"No longer matter to you perhaps, but some of us on Langera hold a different view of what is happening here. Especially now that you are telling us our sacrifices for this project are now going to amount to nothing." Halpern said stubbornly.
"Not true, you have a well crafted protection agreement for the next 4 years and 10 months. That is something." Jack said.
"An agreement you are unlikely to renew or expand." Ovirda said bitterly as he had been forced to swallow this pill hours ago.
"Absolutely correct Ambassador, in fact I just got out of a meeting where I recommended we sever all diplomatic ties to Langera, and destroy it ourselves should you prove unable to protect it from the Lucian Alliance after our treaty ends." Jack said as he sat down. "You were warned we would only act in our own best interests, and as Mr. Woolsey and now Administrator Halpern have both discovered, you have been negotiating this entire time in bad faith with us. That alone will sever all negotiations with you, as has been done. We demand your world government select a new group of representatives to continue any negotiations. Until than, the Langeran Delegation is not welcome here." Jack informed them as he slid the file containing the communique across the table. "Ambassador Ovirda, if you ever return to Earth, it will be under pain of death. Now get off my planet."
The 4 Langerans were stunned beyond belief, as they had only ever known the SGC to be welcoming to them.
"What makes you think you can demand such a thing?" Ovirda demanded.
"You seem to think you have some form of leverage still, let me assure you, you do not. If your people wish to have any diplomatic relations with us, we will never see you or even hear your name again. As you have shown you cannot be trusted, so long as you remain in a position of authority where we are concerned, we will have absolutely no contact with you, or any of your people. The decision is yours of course, but each choice has consequences. Airmen, escort these 4 to the Stargate and ensure they depart. If any of them resists, shoot them and send the body to Langera." Jack ordered as this was the biggest shock for them.
"What happens if we have Intel that the Lucian Alliance is preparing an attack? How do we convey that information to you?" Ovirda asked as that was his domain as well.
"Those details will be conveyed to your government when the gate is dialed, and do not include giving you any information. If it is not clear, there are only two of you in this room welcome to return. Jonas Quinn, and Administrator Halpern. The rest of you we will no longer engage with in any way." Jack told him before he nodded to the Airman to execute his order.
