Kim hated their title of “Director” to the point of using it as little as possible. But it made the military-minded Commandos comfortable, so they had to live with it. It was not the worst thing they had endured for the Foundation.
The problem with a title for Kim’s position was that it implied that they were a part of the overall structure of the Foundation. But in order to do their job effectively, they needed to be set apart, above and beyond all internal and a good many international laws and jurisdictions. Kim only answered to one man and they had never met.
