Manuel Romo was a known drug addict living amongst the local homeless in Franklin County. His sister Cynthia Hernandez (Romo) had reported him to the police for his erratic behavior, thought to be the result of excessive drug use. On July 1, 2015 Manuel Romo was shot and killed by officer Brian Robertson in a disputed instance of self-defense.
