15 COLOUR-CODED STREETS The officers of H Division were used to the demands of Whitechapel. They knew that every shift would be busy. Crime was the constant companion of poverty, transient crowds the perfect setting for predators and targets. Yet it was a rare shift indeed when there wasn’t even time for a cup of tea somewhere along the beat. None of them could remember anything that compared to this.
