The third council session was the most substantive yet.
Nine territorial representatives, four voices from the unclaimed territories, capital observers, and — for the first time — three formerly exiled wolves who had been formally reinstated under the abolition provisions and had asked to address the council.
Corvan was there. He had been at every session since the second one. He had begun contributing — carefully, with the tentative quality of someone testing whether their voice would be accepted — to the discussions about the oversight body's implementation. His perspective on the system from outside — from the position of someone who had always been outside it — was, Lenora had said, the most useful single voice in the room.
