The inquiry into Harlan's unauthorized access took two weeks.
He gave his account completely — the physician, the decision, the access log. He did not minimize it and he did not dramatize it. He presented it with the flat accuracy of someone who has decided that the only thing he can do with a mistake is see it clearly.
The oversight body's finding was that the access had been unauthorized but the intent had been to advance the investigation's goals, and that the information obtained had contributed materially to the dismantling of three network nodes. The sanction was a formal reprimand and a six-month suspension from access to the secured archive.
It was the right finding. Not lenient. Not punitive beyond the harm.
