Frederick's hands were shaking as he listened to Morrison describe the explosion at the federal building. Victoria had been in a secure cell on the fourth floor, separated from other prisoners, with guards stationed outside her door. Yet somehow, someone had managed to place a bomb in her cell and detonate it remotely. The explosion was timed perfectly to occur during the shift change, when the guard posts were momentarily unmanned. "The guard who was supposed to be there does not exist," Morrison repeated. "His name is listed in the system as James Fletcher, but when we checked background records, there is no one by that name in any database.
