Chapter 32 Captain Dill’s Plan CAPTAIN HELMUT DILL walked the streets along the harbor with his two new officers, transfers from other stations in Brooklyn. The captain pointed out where the approach to the bridge would begin and end, as well as the site of most of the initial construction activity. Dill also described what used to be in each of the parcels of land acquired from private owners to make way for both the bridge approach and the work in general. Singleton asked, “Why do we need to understand what used to be here, or what is about to be demolished?” Dill answered, “Because your job is to keep things calm and avoid any problems. Some of the folks who gave up their land celebrated what they received, but others were angry as hell and might come back to cause some mischief.” S
