Chapter Two Public and Private Punishments In fact, the local culture of Absynthia extolled the virtue of the application of painful attention to naked buttocks in many more circumstances. In the center of each town or neighborhood (in larger cities) and of many businesses (as well as the upper schools, as recounted above) was a carefully constructed stone dais. Atop of this was installed a wooden stock in which miscreants would face the consequences of their violations of local ordinances. Once a magistrate had ruled that punishment was in order, the offending party would be escorted to the dais and have their neck and wrists placed in the stocks and secured for the duration of their prescribed dose of chastisement. The bailiff, who always seemed to be quite enjoying his job, would then pin up the voluminous skirts and petticoats of the usual female subjects, or pull down the pantaloons of much rarer male offenders. He would then ring a bell next to the stocks that summoned the population to enjoy the proceedings.
