The council was set up immediately by Sylin and a particular Rias named Anni was put in charge. He was a respected healer who knew many things about the herbs throughout Yggdrasil. Fairies rarely got sick, Dolls even less. Healers were rare but healers with Anni’s kind of knowledge were even rarer. With his help, they were soon able to gather all the fairies they needed to embark on that project.
