The Vietnamese Resettlement Program was designed to relocate people whose villages had been destroyed by marauding Viet Cong forces. It was managed by State headquarters in Saigon and proved as corrupt as every other governmental agency. The Americans could see a pattern of citizens having connections being assigned to communities close to Saigon and other urban areas in III and IV Corps. Women, children and the elderly were shipped to villages at I and II Corps in jungle areas distant from heavily populated areas. Dong Ha was seeing more and more of these refugees.
