He would be judge for his crimes according to werewolf law. The council is a group of men and women who help rule over all packs. They are made up of werewolves from different packs and different ranks making sure they are unbiased. The council was formed after a crazed Alpha named Samuel used his position of power to wreak havoc in the aim of gaining more notoriety and power. He was a tyrant feared by everyone, including his own pack members. He would demand servitude from packs he overthrew
