To Toby’s way of thinking drugs were out. Submarines were not for hire. Bribery could of course corrupt a commander, but what about the crew? No, the whole scenario was too improbable. So who in God’s name were they? Was this the mad kidnap plot or was it terrorism and, if that were the case, was it state-sponsored? Impossible questions, all of which seemed to hatch the most improbable answers.
