In 1876, the Indian Act was established in Canada. This act is the primary law the federal government uses to administer Indian Status, local First Nations governments, and the management of reserve lands. The act has been amended multiple times, with changes focusing mainly on removal od discriminatory sections. Now imagine that one of those amendments was established in secret. This amendment would provide protection for a sector of First Nations that are supernatural. As noted, that many of the supernatural tribes are wolves or other large animals that have abilities beyond that of humans and that roam the wilderness. The act would provide insurances that their existence stays secret. The supernatural groups would agree to provide assistance to the Mounted Police, as needed, in search and rescues as well as seeking out those who have broken the law and are deemed a danger to society. As the decades passes it has become a policy that for each tribe of supernatural, they would send someone every 10-20 years. Those individuals would join the Mounted Police for no less that 5 years. Once those 5 years are over the individuals are free to leave or continue with the Mounted Police. They are assigned to a unit that knows they are not human. These young men and women have been responsible for tracking down some of the most dangerous people that have escaped or elude prosecution. Among many different Inuit legends there is a healer or someone who provides guidance to the tribe or multiple tribes. Our story take place assuming that this healer is a wise woman. One wise woman served multiple packs. She is from the same blood line, grandmother, mother, daughter. Raised as a girl and then to become a wife. Once her husband is gone and children are grown, she transitions into a wise woman, allowing the current wise women a chance to retire and pass peacefully.   Once upon a time all shifters’ packs around the world had wise women. These women were outside of the pack hierarchy. No alpha could dominate them. They existed to ensure that the packs were run fairly. They offer guidance and assistance. If an alpha abused his station, the wise women could remove them and instate a new alpha. They were stronger and more powerful than any alpha. As time went on, many alphas soon feared the wise women. Hated the fact they could remove them and that their people looked up to and worshipped these old women that roamed the lands. The alphas started killing them off. Those that were left went into hiding. Only a few packs still had wise women. The packs that were more removed from the modern world and the ones that still respected the old ways. Those packs protect the women and keep their secret. There are not many of wise women left.
