Chapter FortyJack’s suspicions proved to be well-founded. He parked a short distance away from the beach and then set off on foot, moving undercover and keeping a watchful eye out for any danger. He soon saw two Council members in a parked car observing the road leading down to the beach. He didn’t recognise them personally but deduced immediately they were Council because, instead of admiring the view, they were quite obviously just monitoring traffic and radioing reports on to someone else.
