All of Europe has been snapping and shrieking about Pan-Slavism. The word has been bandied about, and spoken of in fear, in nearly all of the nations of Europe; hundreds of periodicals have written about it; it has been spoken of in social circles; indeed, even in diets and parliaments it has been the target of fiery speech. We too, wherever we have turned, have had the word Pan-Slavism shrieked into our ears. Whenever we have appeared at any sort of national event — everywhere and always, these events were classified as Pan-Slavist, and, wherever they might, the powers that be have impeded such gatherings, setting up obstacles in their way, bringing them to nought.
