The county controls the collection of taxes from the local communities by state officials, preventing deceit and seeing to the smooth functioning of the collection process. It is the county that selects its own administrative officials and those of the county court, convening free assemblies for their control, matters pertaining to election and for the consultation of affairs that touch upon all. The individual members of the commonwealth participate in these assemblies through the mediation of their representatives, but no one has any right to intervene here personally, on his own behalf.
