King Damien watched in awe as a dozen Wolves and Lycans easily made their first change under the patient guidance of a girl his senses told him was definitely a shifter of Lycan heritage, but hadn't yet shifter herself. He however felt that something was off about that, as he hadn't even been able to tell she was an exile without her telling him, which lead him to believe that she had somehow found a way to mask a scent that should have been next to impossible against him. No matter how hard he tried though he couldn't shake the feeling that he somehow knew the girl, despite the fact that he knew before yesterday they had never met. 'Jared, I need you to find out everything you can about Amanda Dillinger and her parents.' he said mind linking his Beta Jared Knight. Jared knew that the King never cared about someone unless it was important. 'On it Highness.' came the quick reply. Damien tried to focus on other work, hoping it wouldn't take long for his Beta to discover something that would shed some light on the young woman. Amanda was just waking up to an overly excited roommate who had barely slept a wink the night before, getting ready to go out with her mom for the first part of the weekend as the flight back to Lakeview had been fully booked for today and her mother's return flight was the next day. "Sorry if I woke you. Mom and I are going to the diner to get breakfast, you should come with us." Amy said excitedly as she put her shoes on. Amanda started the coffee pot she had brought with her and set up the night before, not bothering to program it as she had intended to sleep in. "No, you should spend the day with your mom. After last night you two probably have a lot to talk about." she replied as she opened her laptop up intending to work on her proposal for the King and Council. "I will however invite you to dinner tonight, I will text the time and place once I wake up and make a reservation." Amy smiled as she jumped up and hugged Amanda tightly. "I can't tell you how much it means to me that you brought my mom here for my first shift." Amanda was groggy as she hugged Amy back for a second before she replied. "If you don't let me go before I go to the bathroom and get coffee it will mean a fat lip." she said as Amy laughed and let he go to the bathroom attached to their room. "Try to be in a better mood later, the grumpy version of you is intense." Amy said making her laugh while she peed into the toilet. "I will have had coffee by than so all should be good." Amanda replied making Amy laugh as she walked out the door. It had taken a week before Jared reported to the King with a thin file that contained everything he could about Miranda and Amanda Dillinger. It wasn't much as there was a Human Judicial seal and Protection Order protecting the Identity of Miranda Dillinger, as it was evident she had changed her name after being exiled. All he could determine about her was after it happened when she was 18, was she had a child that was also listed in the order and went to school to get her degree in law before she became a prominent attorney in the Human Legal Community. Amanda on the other hand he had all of her records that he could find covering everything from her birth, to her education and medical records, none of them pointing into who her father could even potentially be. Because of the protective order, he couldn't even access her genetic information to run a paternity test, as it was apparent from the court record it was sealed to ensure her father would never be able to locate her. A source inside the Judicial System told him the protective order was necessary because she had been banished from the Lycan Kingdom by her Fated Mate after he began the mating process before rejecting her. Amanda Dillinger was the result of that encounter, most definitely the child of the Mate that the mother was protecting herself from. He told all of this to King Damien who was confused as ever because of what little there was. "Tell them that the Lycan King is exempt from a protective order." he demanded as Jared sighed. "I tried that your Majesty, but the record clearly states that the protective order was issued against the Lycan King 17 years ago. Because the record is sealed I cannot even get a copy of the transcripts, especially because the protective order was permanently issued against the Lycan Monarchy." Jared replied as Damien's shock was evident on his face. Damien had only been King for just over 16 years, which meant that it had happened near the end of his father's reign. "Anything involving my father is no longer capable of harming us, tell them that-" he began before Jared shaking his head no. "No sir, what little I could gather was that although it was indeed your father who handled it for the Lycan Monarchy at the time, the order was specifically issued against you when you were Crown Prince. Due to that, the order is that the Lycan Monarchy may never unseal the record in order to protect the identity of the person it was issued for." Jared replied knowing even back than that the actions required to get this kind of protection would have to be extreme. Damien was at a loss for words when he got an email from the very girl he was curious about, her proposal for the Council attached to it and a short note thanking him for the opportunity. "Keep at it, use everything at our disposal to determine who the mother was so we might have a clue as to what the hell is going on." "I am still working on it Majesty, but I need to warn you now, that unless you can find the original records from your fathers time, we may never know who it is or what happened that prompted such tight protective details." Jared replied before he walked out of the Kings office. Damien spent several hours going over the proposal the girl had made, amazed at how detailed and precise its language was at conveying what she wanted it too. It was clear she had been studying not just Lycan Laws but Human and Vampire as well, as this document combined the best of all these races into a bill that wouldn't just expand the rights of Exiles, but those of ordinary Wolves as well. He was so impressed with it he called in the Council Elders to begin reviewing it for any changes they could think of to make it better. After another hour they were forced to concede that a 16 year old girl had drafted a better bill of rights inside of a week than the Lycan Nation had in over a thousand years. It was the day after she had sent the email that a breaking news alert was sent out, that the Lycan King and Council Elders had presented the bill of a 16 year old Exile for consideration. The details were just coming out as the press conference was live, King Damien explaining that it was a Lycan Bill of rights that would be presented and voted on by the Alpha Council at the regular annual meeting that had been scheduled for 2 weeks away. Amanda quickly downloaded it from the Council website, reading through it as quickly as she could. When she got to the end she was surprised that they hadn't changed any of it, as she had expected them to blunt the damage it would be able to cause. It however would forbid an Alpha or Heir banishing a Wolf from Kingdom Lands just because they were a Mate of the Alpha or Heir. It would be the responsibility of the Pack Alpha to find the person another Pack to call home if the only justification to remove them was because they were an unwanted Mate. It also abolished the most severe punishment of making a Wolf Omega, unless the crimes against the Pack were so drastic that there was no other method other than banishment or being made Rogue. Included was the right for the descendants of those banished to apply for the right to establish new Packs, so that those who had never done anything other than be born would have an increased chance of finding a Pack willing to take them. Rogues and those directly Banished would not be eligible, however if just banished they would be able to join another Pack. Unless banished by the King from all Lycan Territory, Alpha's would only be allowed to banish a wolf from their own Pack, not the Kingdom as had been allowed in the past. Nor would they be allowed to pressure other Packs into refusing to accept a Wolf they had banished, the penalty for attempting it severe if reported as it included the right of the King to strip the Alpha of their Pack for doing it. The news spread through the school like wildfire, all of the Exiles excited that it has been proposed as they knew it was meant to impact the Exiles the most. She had included the Omegas and other downtrodden in the Lycan World in order to make it easier for the King to convince the Alpha Council that this was the correct course for the future of the Lycan Race. Amy came rushing up to her excited once again with several friends that knew Amanda had been working on it. "Is this yours?" Amy asked as Amanda nodded still in shock as the King's press conference continued to explain to the people what exactly the proposal would entail. "Word for word." Amanda said as she sat back as even the Pack Wolves were discussing what it would mean if it passed the Alpha council in a few weeks time.
