Yuri Severinov walked swiftly through Jinnah Market, past the jumbled array of jeweler’s shops, snack bars, bookshops, and gadget retailers toward the safe house, where he was due to hold his fourth scheduled meeting with his new American source, whom he had code-named TENOR.
The first meeting, initiated by TENOR three months earlier through a mutual contact, had come as a considerable surprise to Severinov. It was the first time he had received such an approach by an American, and he had begun by treating the man with the utmost caution—not least because he worked for the CIA.
It was unclear what his motives were and also whether he would deliver anything of value.
