The Blue Smoke and the ChoosingThe Council of Governors had been in almost continuous session since the destruction of the White Temple. The retaliation of the guardians against the people of the Dark Star had caused those who had escaped to join in bitterness with others of their kind to attack whatever they could of the orderly society that had excluded them and now unjustly punished them for something they had not done.
Acts of violence became commonplace, acts of repression more cruel to meet them. Reports of disaffection and the disintegration of order were pouring in to the archivists at the Palace of the Governors. It was almost impossible to get them all recorded on the memory-coils, or processed in the punishment offices.
