CHAPTER 19February 23 Friday, 1:45 a.m. The major saw the lights go off in Frank’s office. Her fingers tightened on the steering wheel. A little later she saw the big, black Lincoln roll out onto I Street. That had to be it. No one else had entered or left the building since she began her surveillance, and Frank had said that the lights were the signal they were leaving. The limo accelerated past her, and she caught a brief glimpse of the driver’s profile. She could see only one man in the front seat. The rear windows were dark, tinted glass.
