Any unsubstantiated remark is considered a lethal offence known as a "rumour" in a strictly regulated country that was rebuilt after a horrific war. A nationwide verification alert is triggered when an unintentional confession made by a young woman about a violent incident spreads. Her older sister risks everything to keep her safe as elite investigators close in, but she also digs up a bigger political cover-up that could destroy the system as a whole.

CHAPTER 1 — THE LAW OF SILENCE
When New Avarin was built, a new law was also established alongside it. The law stated: “Any information shared without a verified origin that causes change of public perception is a Weapon, and whoever yields such weapon in their mouth is punishable by death”. Before it’s destruction, Avarin was a nation known for its peaceful living and rich economy, until a rumor caused the greatest catastrophe ever experienced in the world. For centuries, Korthane and Avarin had existed as neighboring countries. One day, the Supreme President ordered the nation’s military leaders to gather their men for an appreciation ceremony to commend them of their service in protecting the nation. Not long after the announcement, a few citizens started to spread rumors that the Supreme President was gathering them to prepare for war against Korthane. But walls have ears and words moved faster than smoke in the air. The rumors crossed borders and reached the ears of the Korthane Supreme President. Without investigation and confirmation, Korthane responded with force. On the very day of the appreciation ceremony, a massive attack was launched against Avarin. More than ninety percent of population was wiped out. The remaining survivors were captured and subdued to s*****y. A small camp was built in Kalgori City in Korthane for the Avarins. They were either assigned to work at the homes of influential families, or were sent to the battlefield at war. For thirty years, the Avarins suffered. Food trucks arrived once each afternoon, carrying rations that were never enough. They were paid so little for the work done, and there was also a rule against them birthing more than a child. The Korthanes feared that if they multiplied, they might wage a war against them, so giving birth to more than a child leads to elimination of the newborn. The fear of the Korthanes happened, as the Avarins revolted, wiping out the entire nation. With the remaining survivors, a new nation was built. It was named New Avarin. And with it came the new law that would define the future. Rumors became a crime punishable by death. To enforce this new law, a new technology “The Aural Trace Chip (ATC)” and a special unit called “Verifiers” was introduced. The Aural Trace Chip was implanted into the ears of citizens to detect unverified information. If the same unverified information or claim appears in five separate chips within 24-72 hours without any official or registered source ID attached, the system generates a “Verification Alert (VA)” dispatching verifiers to investigate and eliminate the origin. With this new law, children were trained to speak carefully both in school and by parents, citizens mention the sources of their information while conversing, and 247 verified news can be watched on TV to avoid the spread of national rumors. One time, a very big factory ran into debts, shaking the company and its staffs. One of the staffs out of fear of bankruptcy thought that the factory might shutdown. Without evidence or confirmation, he shared his thought with a colleague that the factory will shut down. From his colleague, it spread to half of the staff and the verifiers were alerted by the VA. After investigating the company, it was so unfortunate that the CEO had no intention of shutting down and planned to clear his debt the following day. With this information confirmed, the staff that started the rumor was eliminated. That evening, the case was broadcasted on Ver247 News with an official statement “Facts preserves Peace, Rumor is a Weapon”.
