He considers returning to the terminal, repeating the steps until something changes. The thought resolves itself. Repetition would only produce more completions without content.
Instead, he watches others move through the city, each action leaving behind a measurable trace—entries, confirmations, acknowledgments. The city knows where they are because it knows who they are.
