Each request returns the same neutral conclusion. No matching record. There is no option to report a missing entry. The forms assume existence as a prerequisite. Every field requires an identifier. Without one, the process cannot begin. He searches for language that fits. Unregistered implies a failure to enroll. Unverified implies a pending state. None apply. He was never denied. On a wall-sized display, a summary feed scrolls past—population stability, compliance rates, projected demand. The numbers are precise. The coverage is complete. He understands, then, that there will be no correction. What cannot be measured cannot be flagged. What cannot be flagged cannot be reviewed. The system is not withholding recognition. It has no mechanism to consider it. Standing there, unlisted and unremarked, he realizes the implication is not temporary. It is structural.
