Chapter 47THE MAN BEHIND the havoc, Thomas Koppler, sat on a straight-backed chair, a newspaper spread open across a small metal table. The president would be arriving soon. Polite, as he had been since his arrival, he thanked the soldier, and asked if he might make a phone call. The young man apologized, but said he had orders not to communicate with the prisoner. “I understand.
