The harbormaster dropped his binoculars and started making phone calls. As if a switch had turned on, the stop action ended and in minutes, the docks were perpetual motion machines. From his perch, the men at work looked like an ant colony. Tugboats moved out, and bells and whistles, the real ones, reverberated throughout the city.
