Chapter 13A light fog hung over the water of Tokyo Bay as a cold morning wind swept along the long, quiet dockyards of Shinagawa. Out in the bay, reefer cargo boats moved so slowly they seemed to be anchored. Their decks were stacked tight with shipping containers. Even at a distance, it seemed like a large wave and a small tilt would spill them into the water. As if mocking the large, slow boats, a sleek black speedboat skipped over the waves, zigzagging toward shore. Looking out the front windshield, Yoshitaka Kirino surveyed the long stretch of dock, peering at the storage warehouses that lined the concrete coastline.
