Chapter 11: The Race to City Hall The rain was pouring down in thick, gray sheets as Zara slammed her car door shut. She braced herself against the wind, holding her umbrella tightly with one hand while clutching her leather briefcase to her chest with the other. The sky over downtown was dark, matching the knot of anxiety twisting in her stomach. She hurried through the heavy revolving doors of the City Hall building, shaking the water off her coat. The lobby was grand, with high marble ceilings and the echoing sounds of footsteps and rustling paper. "Zara!" She turned and saw Zayd jogging toward her from the directory board. He looked disheveled. His hair was slightly damp from the rain, and his tie was loosened at the collar. In his hands, he held a thick manila folder bursting with compliance documents and printouts of his software code. "Did you bring the original charity registration?" Zayd asked breathless, his eyes wide with urgency. "Right here," Zara said, tapping her briefcase. "What exactly did the zoning officer say to you on the phone?" "He said because we are offering therapeutic services, we fall under 'medical zoning' rather than a standard 'community non-profit,'" Zayd explained as they rushed toward the elevators. "Medical zoning requires a different type of permit, which costs thousands of dollars and takes six months to approve. If we don't prove right now that our primary function is educational and charitable, they will cancel our building lease application by 5:00 PM today." Zara looked at the large clock on the lobby wall. It was 4:15 PM. They had exactly forty-five minutes to save the future of their clinic.
