“Who would it take to pull that off?” Lynn asked.
“It would take the first cops who find the money in the field, because they write the reports. The more cops in on the deal, the easier it is to do. Otherwise, they would need at least one of the officers running the evidence log to change the numbers, and…” he stopped talking.
“And what?” Lynn asked, prodding.
“And at least one senior officer. In most departments a captain would have to approve any changes to the logs.”
Lynn stared at Ron for a long time. She said, “You must think that I'm just one more thief.”
