Start of stage two - Vietnam
Once the first stage of the operation had been completed and the agent to take charge of the second stage had been chosen, two basic tasks had to be undertaken simultaneously.
One was to give the official order to start manufacturing the weapons, and the other was to prepare the ground at their destination: Vietnam.
