Rodney McKay was sitting in the Atlantis Command Center, trying futile attempts to break the master code for the city, knowing they had a lot of repairs to conduct to the Star drive before they would be able to leave in Atlantis. He was only half paying attention as he stared at the prompt, the same one that he had tried to solve thousands of times with absolutely no success. So when a new subspace Link opened and began downloading massive amounts of data he was instantly intrigued. "Colonel Sheppard to the Control Room." he announced over the intercom. Sheppard was the commander of Atlantis for the moment, while they copied and transferred the Ancient Database so that it could be processed by multiple teams at various locations. He was glad they were on Earth for this, the number of hard drives they had gone through enough to overwhelm a vast majority of people just at the scope of data. "What's going on Rodney?" John Sheppard asked as he walked over to the console. "Did you break it?" "I wish. We just had a subspace Link connect to the city and instantly began uploading a massive amount of data. 20 petabytes so far, and rising quickly." he said as they noticed the person at the communications console suddenly make a connection. "Good, it's working. Eli Wallace with a scheduled check in." he said looking at the two men before looking around. "Where am I?" "Atlantis, what do you mean it's working?" Rodney asked him. "Subspace Link to Destiny, will take a few more hours to be able to receive messages. But it should allow for two way communication without the stones." Eli said as he looked at the prompt and smiled. "Is that giving you trouble Rodney?" he asked walking over to the Ancient Terminal before laughing. "Ok mathboy, if you think you can solve that easily I will come help you repair Destiny until we can dial home." Rodney said arrogantly before Eli laughed again. "Deal." Eli said as he began typing in the code while Rodney watched. As soon as the screen flashed green and began loading the restricted archives, Rodney's laptop went nuts trying to keep up. "How did you???" Rodney asked trailing off as he saw the new map of the city showing where the access to the Star drive was. "It is the same code used for Destiny. An alphanumeric representation of the gene detectors Atlantis uses." He explained before looking at Sheppard. "So, do I report to you?" John shook his head no. "General O'Neill is on the conference room, follow me." he said before looking at Rodney. "Get the teams working on this pronto." Eli followed John into the conference room, the doors opening automatically for them to reveal the Langaran delegation as well as Richard Woolsey and General Jack O'Neill. "What's this?" Jack asked. "Eli Wallace here to file his report sir." John said having Eli sit down. "Good news I hope?" Jack asked. "No sir, not exactly. I have to report the utter failure of plan Alpha, along with catastrophic failure of the systems aboard Destiny. Long story short, we are adrift and it will take 12 weeks for us to complete enough repairs to recharge the ship and return to FTL." Eli said as several of them gasped. "What happened?" Jack asked quieting the others. "Plasma Storage Cell ruptured and flooded the compartment damaging several power generators needed for the shields and engines. We are currently repairing the hull in order to gain access to Engineering, which should be complete in three weeks." he replied as everyone began taking notes. "What can we do?" Jack asked. "For now, nothing. In 12 weeks however we are going to need supplies. Especially food and water until our own crops can begin producing." Eli told him as he looked at Jonas Quinn and Ambassador Ovirda. "Who are you?" "Sorry Eli, this is First Minister Jonas Quinn and Ambassador Ovirda from Langara. We were just discussing what exactly they want for the ability to dial Destiny from their planet." Richard Woolsey answered as Eli nodded. "That's nice, now we need to have it done in 12 weeks or a lot of people are going to die aboard Destiny. May I General, Mr. Woolsey?" Eli asked as he grabbed the file and saw what they wanted. "This is highly irregular, what can someone not even physically here offer us?" Ovirda asked. "I don't know, let's find out." Jack replied as Eli set the folder down. "You are aware that some of this technology is inherently dangerous, why should we believe you aren't going to blow yourselves up and destroy the very thing we need to rely upon for any arrangement to work?" Eli asked him. "We are well aware of the dangers posed by certain technologies, and I can assure you we have faced total annihilation before because of it. In fact we barely stopped the total destruction of our planet once." Jonas answered cutting off the reply from Ovirda. "Well I can tell you now that you would be facing it again if we just handed these technologies over to you without our assistance. Nuclear power has great ability, to destroy as well as to allow advancement. So you will have to forgive my bluntness, but are you f*****g crazy?" Eli asked making Ovirda and Woolsey gasp while Jack smiled. He had the same reaction. "What we do with the technology is none of your concern Mr. Wallace." Ovirda said. "In that case General, I just unlocked the Master Code for Rodney and he should be able to make ZPM's within a few days. I could bring Commander Vici with me to borrow to begin the process of preparing both Earth and Atlantis to dial Destiny. Far less risk of having idiots blow themselves up because of our tech." Eli said closing the file as everyone looked at him. "The teams are beginning to process the data now sir, but from the new schematic that shows the location of the Star drive maintenance access, there was also a manufacturing plant. We will need to send a team to secure it and explore what new capabilities we just gained." Sheppard said supporting Eli. "So on that note, we won't be offering anything other than the current treaty for your continued support in keeping the Lucian Alliance at bay. We have no need for you to allow us to establish a supply line, and your technological inferiority means we cannot in good conscience offer you any technology that could prove harmful." Eli said shocking Woolsey and Ovirda as Jonas stopped him from replying again. "ZPM's are a finite resource that would be better utilized in other fashions. We can offer a sustainable base that would allow for supply missions, we however would need something in return for it." Jonas said pointing out the obvious. Eli smiled as he looked at him. "Excellent point Mr. Quinn, however dangerous technology that can be exploited to make weapons of mass destruction are off the table. Yes you have faced the possibility of utter destruction from your own actions and avoided it, however many more things can lead to the same result. It is no laughing matter when we say that misuse of technology you don't fully understand can be extremely dangerous if abused. The fact of the matter is your offer demands technologies you deem appropriate, with no oversight or education into the potential dangers they can pose. "You want Nuclear Technology, fine. We have many schools we can assign whatever team of scientists you want to learn all about the risks and dangers the various levels of refinement pose. It will take between 5 and 10 years to educate them, at which point we will give them the designs for peaceful purposes only. Any weapons technology you wish to make from that, will be entirely up to your government." Eli told him bluntly as Jack nodded and Woolsey looked stunned. They had never considered bringing them to Earth for formal education as a path to giving them tech. "That's your final offer Mr. Woolsey?" Ovirda asked him. "Actually it is now the only offer for any technology that could be weaponized." Woolsey said nodding. "Now, as far as dialing Destiny, I do have some thoughts and proposals that we would be able to allow you to utilize and train your people while we advance your technology in closely supervised ways. Your power generation, medicine and many other avenues are available with no military implications whatsoever. In fact installing high energy capacitors and slowly charging them over time would reduce the strain of any dialing event, reducing the dangers to roughly .3 percent from the current .9. Shutting us out of the process and refusing to allow us to supervise and teach however will be non starters." Eli said as both Jack and Richard nodded in agreement. "Why didn't we bring you in earlier?" Jack asked making Eli shrug. "Probably because I am on Destiny and not really available for such insignificant matters as this. In fact had I not needed to file my own report I would be repairing Destiny now. Permission to explore the database for upgrades we can utilize in the repair process of Destiny sir?" he asked as Jack nodded. "I think with your insight we can continue these negotiations and come to an agreement." Jack said nodding making it clear he was dismissed from the conference room. 4 hours later Eli finished his review of the technology improvements the Avalonians had made to Destiny after its departure, some of them they could make with supplies on board. Others would require different resources than they would be able to easily obtain, the need for them to be sent via Stargate imperative. He was stretching when someone cleared their voice behind him, so he turned and saw Jonas Quinn and Ambassador Ovirda standing there. "So gentlemen, how were the rest of the negotiations?" Eli asked conversationally. "My father always said a good compromise leaves everyone walking away from the table with some of what they want, but not all. To that end, they progressed far better than anyone expected. Your idea to send out people here for education was a stroke of brilliance, allowing us to bridge the gaps in many areas." Jonas replied. "I am still not sure we can trust them to fully train our people Minister." Ovirda said begrudgingly. "Ambassador, many of our educational institutions have no connection to any government. In fact many of them are privately operated and your own people would receive the exact same education that is required of our experts in those fields. If I thought for a moment it would be different, I wouldn't have suggested it on the first place. And Ambassador, a piece of advice. Lose the hateful attitude, what may have happened in the past is not a reflection of the relationship our people want with yours. You want assurances that we won't destroy your planet, we have done everything in our power to mitigate the risk." Eli said pulling up schematics for geothermal power generation that far surpassed anything the Langaran people had dreamed possible. "Wow." Jonas said seeing them and their power output. Each generator so efficient that it would increase their output by 100 fold. "This is just the beginning of what we can offer in the course of a long term Alliance, if you allow us to assist you. Not to just ensure you don't destroy yourselves, a proper Alliance built on trust and respect for one another. You fear for your people's safety, so do I. Without supplies every 12 weeks once the crew is awakened, we will surely perish in the far reaches of the universe. At the moment, your planet is the only potential place we can send those supplies from. I want your planet to last for another 100 years, minimum to ensure we have what we need to one day return home through the Stargate. "As far as what has already happened, nothing that any of us do will correct the errors of that. All we can offer is our assurances that it will never happen again, and ask you forgive our betrayal. You don't ever have to forget, or even argue that we are doing this out of the goodness of your heart. Mr giving you this tech will be the most selfish thing I ever do." Eli said handing Jonas a flash drive with all the data. "Because I hope it shows the sincerity of my objective to use your planet to dial Destiny. Not just once or twice, but for a continuous supply line that will enable both of our people to learn about the secrets of the universe." Ovirda nodded as he looked at Eli, realizing he was looking at the situation to closely to be objective. "Than I must offer my own apology Mr. Wallace, after that incident I believed all of the Tau'ri would be like your military. It seems now that the differences between your people are far more nuanced than one would possibly imagine from the outside. So long as people such as yourself are involved, we will do what we can to assist you. With the understanding that our people's safety is just as important as anyone from Earth. As a show of faith, please call me Victor." he said extending his hand. "Only if you call me Eli. Should you need a less diplomatic and blunt approach again, feel free to ask for me. I however have a ton of work that has to be done before we can dream of attempting the dialing. Both on Langara and on Destiny." he said shaking the man's hand who nodded. Eli watched as they walked away and General O'Neill approached. "Thank you Eli, your idea was a masterpiece. Now, what do you need from us?" "We will need to use the time we have to get Langara ready for the dialing, Rodney and I have been working on the plan while doing the research I need. That will also mean connections with various experts on the tech here on Earth, while we assist on Langara and ensure everything is in order by the time we need those supplies." Eli replied honestly. "How will you recharge the ship?" O'Neill asked. "Drop from FTL within the influence of the Star that the drones cannot penetrate so we don't have to fight our way in. Shields and weapons will be undergoing repairs as well, so once we emerge from the star it will be a battle the drones are not accustomed too. Vici, Ishtar and Travalian are incredibly competent, not just about the ship either. Current estimate of 75 percent chance of success of plan Bravo." Eli told him. "Well, don't let me stop you from doing what you need to." Jack said before Eli terminated the connection.
