A long time ago, there were more werewolves than humans. To be precise, it was the werewolves that roamed around freely compared to humans who lived together in small townships. Think of the situation now, but in reverse. Fueled by greed, the werewolves demanded that humans should be under their rule. They were the superior species after all.
