After discussing with Leslea, Jin Sung finally add a new law called The Gun Law, basically, the law states that anyone can use or buy firearms as long as they ask for a permission card in nearby police stations, and they have to be at least 18 of age before they can ask for the permission card.

He had been thinking of a plan to make Shi Sung safe even in time of war, he had built many underground bunkers where civilians can enter to ensure their safety, he also bought materials and equipment to make aquaponic farming underground, this will ensure that his people would be fed if the enemy decides to burn their grain.
