The Sanctified Immortals split from the company of the Gods.
There was a tacit understanding among the two groups that unless the former would agree to attempt a formulation of a personalized natural Law Source, they do not have a say over the sacrifice of Gods.
First Cycle Sanctified Immortals could still excuse their lack of experience as why it is too much of a risk for them to attempt a formulation, but Second and Third Cycle Sanctified Immortals could formulate with an absolute success rate, a personalized Law Source of a lower Godly Cycle. It just was not worth the later hardship of formulating a higher Cycle Law Source and for Third Cycle Sanctified Immortals it also meant having their status diminished to "Low Cycle" rather than "High Cycle.”
