---### COFFEE STORY: THE PERMIT WAR*A Novel by [RIN]**Genre:* Contemporary Romance / Enemies to Lovers / Workplace Romance / Spicy Slow Burn / Filipino*Location:* San Fernando, Pampanga, Philippines*Tone:* Warm, witty, cinematic, with the cozy smell of Benguet roast and rain on galvanized roofs. Think _Trese_ meets _The Hating Game_ but set in a Kapampangan coffee shop.*Word Count Potential:* 70k-85k words as a full novel#### LOGLINEA feisty 26-year-old coffee shop owner in San Fernando who hates rules declares war on a by-the-book 29-year-old City Hall compliance officer who lives for them — until their two-week forced partnership at the Night Market makes them realize their permit war was foreplay.#### CORE PREMISEThis is not just a love story. It's a story about second chances for a hometown. About what it means to build something small and honest in a country where it's easier to leave. About a girl who stayed, and a boy who came back.Mara Santos could have left. All her Ateneo batchmates are in BGC, in Makati, in Singapore. But she stayed in San Fernando to open Coffee Story, a tiny, wood-and-rattan, fairy-light cafe that serves single-origin Sagada and Benguet roast, bakes its own pan de coco, and plays Ben&Ben on a loop. It's barely profitable. But it's hers.Elias Reyes is the opposite. He left San Fernando at 18, made it in Manila as a corporate compliance lawyer, wore suits, billed hours, burned out at 28 after his father had a mild stroke. He came home to "rest" and took what he thought was a boring government job: City Compliance Officer. He thought it would be quiet. He didn't expect Mara. The day he met her, he had to put a red CLOSURE NOTICE on her door for "Operating an outdoor seating area without Permit 019-B." She was in the middle of a rush. She ripped the notice off and taped it to his back without him noticing. He walked around City Hall for two hours with it.That was the beginning.#### MAIN CHARACTERS - DEEP DIVE*1. MARA SANTOS (26)*Born and raised in San Fernando. Youngest of three sisters. Her parents run a sari-sari store. She studied Management in Ateneo de Manila, was offered a job in a Makati FMCG company, declined. Reason: She watched her Lola's carinderia get demolished for a mall parking lot. She promised herself she would build a business that the city could be proud of.Personality: Maingay, matapang, mapagmahal. Talks fast when nervous. Laughs with her whole body. Hates being told what she cannot do. Has a weakness for men in white barong or white polo with rolled-up sleeves. Secretly insecure that her friends think she "settled" for Pampanga.Flaw: Prideful. Would rather work 16 hours than ask for help. Sees any rule as a personal attack.Arc: Learns that asking for help and following some rules doesn't mean losing yourself. Learns to let someone take care of her.*2. ELIAS REYES (29)*San Fernando Science High School valedictorian. UP Law. Corporate lawyer at a top firm in BGC. Known as "The Robot" because he never missed a deadline, never showed emotion. At 28, he collapsed in a meeting from exhaustion. His doctor said "anxiety burnout." His father, Mang Rudy, who runs a small auto repair shop, had a stroke the same month. Elias resigned, went home.Personality: Tahimik, observant, intensely loyal. Speaks rarely but when he does, people listen. By-the-book because he believes rules protect small people from big tragedies. His father's canteen story is true — it burned down when he was 9 because the landlord bribed the inspector.Flaw: Controls everything because he is scared of chaos. Doesn't know how to be vulnerable.Arc: Learns that some beautiful things — like Mara, like good coffee, like love — are inherently chaotic and cannot be permitted. Learns to break his own rules.*3. SUPPORTING CAST*- *Tita Baby* - Mara's 62-year-old barista, ex-OFW from Dubai, mother figure, the source of all gossip and the best ensaymada in Pampanga.- *Jomar* - Elias's best friend from high school, now a City Hall janitor who knows every secret.- *Mayor Lilia Garcia* - 50s, brilliant, first female mayor of San Fernando, secretly a romantic who ships Mara and Elias.- *Anton* - Mara's ex from Ateneo, Manila boy who shows up in Act 3 offering franchise money but with strings attached — he wants Mara back.#### FULL PLOT BREAKDOWN - SIX ACTS (Expanded)*PART ONE: THE VIOLATION (Chapters 1-5)*Mara opens Chapter 1 with her morning ritual at Coffee Story. Grinding beans, fairy lights, the sign "SAN FERNANDO EST. 2019". At 9:03am, Elias Reyes enters with a clipboard. He is handsome in a way that annoys her — neat, clean, ID lanyard, the Philippine flag pin.

Chapter 1: The Permit War
--- *CHAPTER 1: The Permit War* Mara Santos, 26, owns a small coffee shop in San Fernando, Pampanga called Coffee Story. Feisty, idealistic, hates bureaucracy. Elias Reyes, 29, new strict city compliance officer. By-the-book, cold, secretly burnt out from Manila corporate life. Mara’s shop is about to be shut down because of a missing outdoor seating permit. The officer assigned is Elias. He posts a closure notice on her door on her busiest day. She calls him “RoboCop ng City Hall.” He calls her “Violation Queen.” She starts bringing him black coffee every time she files an appeal — just to annoy him. A new city project forces them to co-lead the San Fernando Night Market for 2 weeks. They have to share a tent, a budget, and 20 vendors. They argue about everything. One rainy night, the market loses power. Mara calms the crowd with free coffee and singing. Elias quietly fixes the generator and carries her supplies in the rain. He admits: “I’m not strict because I like it. My dad owned a canteen that burned down because no one checked safety.” On the last night, Elias says: “I issued you a violation on day 1. I should issue myself one now — for falling for the person I was supposed to shut down.” Mara: “So are you going to close me down or take me to dinner?”
