The general laws of Makara are simple and based on the same simple philosophy: respect and protect all live forms. Anyone caught abusing another living thing is given a punishment that is always hard labor of varying lengths of time. All of the projects that are accomplished are either done by willingly master craftsmen, who are paid handsomely, or by people sentenced to Caserma, who get paid nothing except a meal and clean clothes.
When Makara was first inhabited by the Ancestral Races, they brought with them the knowledge of different punishments carried out on the mainland. Some of the inhabitants even carried scars from such punishments, everyone in the Ancestral Races agreed that such treatment was unnecessary regardless of the crime committed. They decided that no matter the crime, the punishment would always be hard labor for various lengths of time.
The Ancestral Races also decided that they wanted to have punishments that did not change with simply because someone’s mood changed or their feelings got hurt. Therefore, it was decided that the punishments for each offense would be carved into stone and placed at the doors of the Caserma for all to see. Also decided by the Ancestral Races upon establishing Makara was the Royal Court and Royal Treasury; both answer to each other and the people of Makara, including the Royal Family, in order to prevent abuse of station.
In order to help keep track of all trades with other states, the station of Royal Scribe was created and charged with the task of recording not only all things traded to other realms but keeping track of taxes for the Royal Treasury and trials in the Royal Court as well.
More races came to Makara, so there was a greater need to establish a rulers over Makara. This is when history and legend say nothing about how the Huns came to be the Royal Family of Makara. Almost nothing is known about how the Huns came to be living in Makara. What is known is that by time Makara celebrated its third Skirophorion Day, the Hun family had members of every race and the family members held a variety of positions. There is no other information about the Royal Family at that time that tells why the convening council decided to make them the Royal Family of Makara.
For as far back as written record and legends in Makara go, the Huns have repaid the council by never making a decision affecting the realm without calling a Council of the Races that lasts almost a full month, much unlike the mainland kingdoms with rulers that simply make decisions from information gathered by very few sources.
One of the ideas that the merchants took back to their kingdoms from Makara was the idea of having a Royal Scribe recording inventory sold and traded. One idea that the merchants brought to Makara was the Trirmeme. Makara took the idea and morphed it to work in favor of each race; everyone in Makara is given the option to join in the Trirmeme, even the people sentenced to Caserma instead of serving their time out doing hard labor.
The Roman Empire had been at war and the neighboring protectorates had sent troops to aide in their war effort. After the war had ended, some of the troops from Dacia and Thrace had staged an uprising against their Roman leaders. The end result was the ones left alive being sold into Roman s*****y as punishment. Some of the most recent news from the mainland is that some slaves that fought in the war have staged an uprising against their now Roman owners and were fighting their way across the country against the Romans.
The Romans, in turn, decided that the only peoples fit to live were Roman citizens and started to attack everyone that was not Roman. Burning, pillaging, and killing was happening at the hands of the Roman Trirmeme regardless of the kingdom the Trirmeme was in. The Romans were determined to get rid of everyone that could possibly raise a sword against their realm or could possibly become a threat; including the peaceful realm of Makara.
Trade and travel were hampered as the war with Rome raged on the mainland, for the most of it, Makara only suffered losses in trade. Ships were raided and searched upon getting to close to Roman shores for contraband against Rome, the main contraband seized was weapons forged in Makara by the master craftsmen.
After the war with the Roman Empire ended, everyone thought that trading and travel would go back to normal. Instead, the Dacian and Thracian Empires turned on the tranquil kingdom and declared war on it, a war that still rages on despite those two empire's having fallen centuries ago.
Dacia and Thrace suffered harsher repercussions than Makara did at the hands of the Romans. The two kingdoms stopped all trade with Makara in efforts to please Rome and stop the attacks. When their efforts against Rome have failed and Rome overtook their kingdoms; the two kingdoms decided to start attacking Makaran ships, raiding everything from the ships and burning them with all living people trapped below the ship decks. After Rome successfully squashed the rebellions on the mainland, Rome continued the attack on Makaran ships. This caused great distress in both of the realms and trades suffered.
