Your entire manuscript should be finished, self-edited, proofread, and available to be forwarded to the publisher when you send the submission. Unless the publisher’s guidelines specifically state that they consider unfinished manuscripts, they’re going to read your submission with the expectation that, the moment they request the full manuscript, you will send it promptly.
When you send the manuscript, make sure that it’s been formatted to fit that particular publisher’s guidelines. Don’t include acknowledgements, dedications, or author biography at this point. Those items can be added after the contract is signed and the book is ready to be published. The story’s still under consideration, so don’t start writing your acceptance speech and thanking everyone just yet.
