Once Florence received the request from Julius, he suggested that instead of trying to destroy the Light Alliance’s army, he advised that Julius and his fiends evacuate the dwarves through the portals and let them stay in Pandora so that they could prolong the war for a while longer.
What Florence wanted to do was exhaust the Light Alliance’s resources that they prepared to use to fight the war against the fiends so that later when they continued their conquest, the Light Alliance would have some difficulties down the line.
Julius understood Florence’s reasoning. Instead of an immediate victory in the short term, Florence was looking at the bigger picture and wanted to aim for a long-term objective instead.
