CAPTAIN DILL POSITIONED two of his men one block away from the entrance to the bridge construction site and kept another two by his side. No work was conducted on Sunday and the site was locked up tight. The men close to the site had instructions to take note of anyone who approached and entered the gate between the afternoon hours of one and three. Once these individuals exited the gate, they were to be detained. The captain planned to supervise this operation directly and needed to use a substantial amount of the resources given to him by John Singleton to entice these four handpicked men to join him for this unusual assignment, which was not only on a Sunday, but also an operation intended to arrest one of their own.
