BUFFALO CITY HALL IS an Art Deco masterpiece. But it is often left out of any books highlighting the best Art Deco architecture in America. Completed in 1931, it is 32-stories tall. The one thing City Hall does get credit for is its phallic design. The building often makes top-ten lists of p***s-shaped buildings. There is also a wraparound observation deck on the 28th floor giving fantastic views of the city in all directions. In 1976 a young man jumped to his death and unintentionally impaled himself on the flagpole below. They put up a glass barrier after that.
