The Protectors
During the Civil War, Presidents Lincoln and Jefferson conspired to create a clandestine group of highly trained, intensely skilled men and women to address matters of national security that could not be handled through the “normal” chain of command or hierarchy. They were funded ad infinitum by presidential order under the Federal Treasury. A document of explanation was provided each new president as he took office. And, after the explanation, each always agreed to continue financing. The Federal Treasury was independently monitored and controlled solely by the Director of the Treasury.
